The Energy Programs Consortium is a joint venture of the National Association of State Community Services Programs (NASCSP), representing the state weatherization and community service programs directors; National Association of State Energy Officials (NASEO), representing the state energy policy directors; National Association of State Regulatory Utility Commissioners (NARUC), representing the state public service commissioners; and National Energy Assistance Directors' Association (NEADA), representing the state directors of the Low-Income Home Energy Assistance Program.

The purpose of EPC is to foster coordination and cooperation among state and federal agencies in the areas of energy policy and program development.

Key programs include:

  • Facilitating the development of a new state-sponsored ENERGY STAR mortgage program funded by the Ford, Surdna and Heron Foundations and the US Environmental Protection Agency and US Department of Energy
  • Developing new strategies to integrate energy affordability and public health concerns for the US Department of Health and Human Services
  • Providing Technical assistance activities funded by the US Department of Energy to support developing new public benefit programs and strategies to sustain energy efficient low income housing
  • Developing Weatherization, Rehab and Asset Preservation (WRAP) Partnership providing challenge grants to develop new strategies to sustain low income home ownership, primarily funded by the Ford Foundation and more than 35 other foundations and state and local government agencies
  • Providing Technical assistance activities funded by the US Environmental Protection Agency to support developing new strategies for integrating Home Performance with ENERGY STAR with affordable housing and energy programs.
